Regulatory Approach

DMX is committed to a transparent, collaborative regulatory approach. We engage closely with regulators to ensure our market structure, rulebook, and operational controls align with best practices and legal requirements, enabling market confidence and institutional integrity.

Licensing Preparation

All operational and governance activities are strictly preparatory, in anticipation of required approvals. DMX will only commence regulated exchange operations, including trading, clearing, or settlement, after the relevant licensing is obtained and all regulatory frameworks are in place.

Rulebook Development

Our comprehensive rulebook is being developed to ensure equitable market practices, oversight, and enforcement. This governs participant behavior, listing procedures, surveillance, clearing, settlement, dispute resolution, and risk management in accordance with regulatory mandates.

Market Surveillance Framework

A robust surveillance framework is planned to monitor real-time market activity, prevent manipulation, and uphold market integrity. Surveillance tools and analytics will provide early detection of risks and non-compliance, supporting transparent, compliant operations.

Participant Onboarding Standards

Clear and standardized onboarding criteria are being established for all market participants. This includes regulatory vetting, due diligence, training requirements, legal documentation, and ongoing compliance monitoring, supporting a safe and structured market environment.

KYC / AML Controls

DMX will apply rigorous KYC (Know Your Customer) and AML (Anti-Money Laundering) standards. Comprehensive controls for participant identification and transaction monitoring are enforced before exchange launch, in line with global regulatory best practices.

Clearing and Settlement Controls

Structured clearing and settlement processes will be fully aligned with regulatory requirements. The framework ensures the secure transfer of funds and commodities, mitigating counterparty and settlement risks with transparent processes and real-time reconciliation.

Warehouse Receipt Integration

DMX will integrate certified warehouse receipts into the market model. This includes implementing strict verification, collateral management, and digital custody standards for warehouse receipts prior to any trading activity.

Technology Resilience

A secure, resilient technology infrastructure is a core pillar of our regulatory assurance. Redundancy, cybersecurity protocols, disaster recovery planning, and secure cloud operations are being developed in anticipation of regulatory review and market readiness.

Data Governance

Stringent data governance policies will be enforced to safeguard confidentiality, integrity, and availability of market data. DMX aligns with regulatory standards for data protection, user privacy, operational transparency, and accurate audit trails.

No Regulated Activity Before Approval

DMX will not offer trading, hold client assets or funds, or provide regulated services until all regulatory approvals are formally obtained. All exchange activity, client onboarding, and service rollouts remain strictly subject to final licensing.

Regulatory Disclaimer

DMX will not operate a commodities exchange, accept trading orders, hold client assets, receive client funds, or provide regulated exchange services unless and until all required regulatory approvals are obtained.

Duma Commodities Exchange Limited is currently in institutional setup, regulatory preparation, technology discovery and stakeholder engagement.
